They depend on the airline, supplier and fare rules. Some tickets are non-refundable; others may be refundable after penalties and service charges. Any refund timing can also depend on the airline or payment provider.

No. German and EU law gives a general 14-day "change your mind" right of withdrawal for most online purchases, but flight bookings are specifically excluded from this (§ 312g Abs. 2 Nr. 9 BGB), because tickets are tied to a fixed departure date and specific airline inventory. Once your fare is confirmed and a ticket is issued, you can't withdraw simply because you changed your mind — cancellations and refunds instead follow the airline's fare rules (see the question above).
